   For Kyouka (the dark haired cosplayer) It’s between episode 12 and 16 I think. For the Blonde, she is from Kis x Sis and dunno the episode.

   Also, in Genshiken the guys play matches in KoF XI (it helps that the game was on a Sega board and Genshiken being sponsored by Sega), however I found that insulting since in the manga they were playing 95 and 95 is the true hardcore otaku subculture kof, not 98, not 02, not XI.

   Genshiken made a ref to Kof but they called it COF. there’s also a Kyo esque character in Airmaster, along with a complete VF Akira rip off lol

   i think its Hyouka eps episodes 12-16 that cover the school festival.

   I saw these ages ago somewhere, were these episodes released some time ago I guess? Also might aswell get the ep for posterity. What Season and Ep is this?

   This is probably the first time that i seen SNK character reference in an anime, its usually SF. Though Ben-to had Vitura Fighter reference (more like they showed the game being played but still) it did have alot of sega references in the show but still surprising and cool
