Because Kyo-1 isn't very much like Kusanagi. Kusanagi is virtually '95 Kyo with a Mu Shiki, but Kyo-1's playing basis is quite different despite having a few moves that overlap with the other clones.

As for Billy, it shouldn't be a problem, since it's better to combo his crouching B into dp+B anyway.

Kusanagi's Yamibarai doesn't have OTG properties, unlike Kyo-1's.

the rerecorded voices for zero and rugal are bad..............man the ost for the rocks literally. it beats down the dreadful music in the old 2k2.
some of the new sdms are actually useful now. however there are also a bunch of useless ones now.
choi's was nerfed so u can't abuse it for free damage.
i don't see how can jhun's be useful.......all he does is a multihit qcb punch spin move for little damage.
why da hell did they not change K' s SDM motion? i hated that motion............and yet kula's, maylee, and orochi yashiro's max/sdms were simplified to rotating motions instead of weird button sequences.
benimaru's electric extension still sux.........
goro's has been remade into using several of his throws instead of multiple ground pounds which is good.
similar can be said for mary's. a nice sequence of straight slicer combo, neck break, arm break, kick throw upward into her running super all with roses breaking.
i like how terry's dp "2 burnin knuckles" punch move looks. he gets power charge back but from what i tried he can only do the powerdunk followup like in 99.
ryo's max super ends with a nice ki effect on his final spinning uppercut.
ex robert has a nice ending to his max. he shoots a giant tiger shaped haoshokoken.
wouldn't want to use regular takuma at all becuz the ex takuma has kamehameha pwnage.
i might be alone in this but i like yuri's new voices.
leona's max if done while in regular mode turns her into crazy mode. if u do it again while in insane mode she has a bisonesque slide ending and changes back to normal after it.
clark's max was annoyin to do since it's a multipart throw thing. nice to watch though.
kim's max looks alot better with the phoenix rising.
krizalid's max looks like MB's ciel slash super. still good
clone zero has a weird raging demonesque type max where he draws u into a portal with that full screen super of his.
zero has his strikers help him in his raging demon max.
o. shermie's lighting summon max can still hit her..........wtf.....
iori's max ends with him uppercuting up with the flame column now.
vice's max is weird. it's a counter move and it looks like she becomes a cannibal during it.
foxy's has this new super where she hits u with her dp and repeatedly does her air circle slash while the oppoent is bein held captive with her hair flag.
heidern max has two difference animations. one where he just cuts you with the knife the other when done afar he tosses fireballs that look someone's from art of fighting one. think it was jack not sure.
kusanagi has a cool new super that ends with syo's uppercut.
kyo 1 has a super where he pounds the ground with his dwnfrd C move and a stream of fire comes out. it can stun them from and can lead to additional combos. his max his him doing a dokugami with orochinagi. not that fancy compared to kyo 2's hcb kick grab super that has him charging up and blowin the living crap out of the receiver.
rugal's fireball actually combos and juggles now.
nightmare geese can toss freakin 4 air shippukens..........

Kyo-1 = "Ryu" Kyo, Kyo-2 = "Ken" Kyo. Kyo-2 has better combos but lower damage output. Kyo-1 has a hard time hitting with his combos but he does outrageous damage. full combo in the corner with the DP + K and Yami Barai OTG = 35-40% life.

Kusanagi, as Tel pointed out, is basically the 98 version of 95 Kyo with a Mu Shiki HSDM, some MAX mode capabilities, and the Nue Tsumi (reversal). Two different beasts.

Basically, the four Kyos, while having similar moves, play a LOT differently from each other. And that makes me spooge.

Well there's like 12034718 other ways to nerf. Making the first hit of his f A whiff is just plain retarded. It's like giving someone a fireball where everyone can duck under. Well I guess it's not THAT bad but it's like they didn't know how to nerf him so they just fuck up his hitboxes.

The thing about Jhun's is that the swirly thing stays on the ground (It think indefinately) if it doesn't hit the opponent, so it can be set up for traps or combos or just plain annoyance. I'm still not sure on how useful it is, though.

Actually, my sarcasm is to point out that Billy is still solid. He no longer has the f + A rushdown faggotry that made him stupid powerful. They probably made this nerf to remove it completely from his arsenal of stuff he can use. The rest of his other tools are STILL THERE, you just lose a dumb close ranged rushdown option. Does that make him shit? Hell no, cos he still has everything else that made him good to begin with - namely his high priority ranged attacks.

The reason why I made some obvious sarcastic comment that you understood is because you knew that the abusable stuff would be fixed. I mean come on, complaining about obvious top tiers being nerfed is retarded. Are we gonna talk about Kim's close C having a smaller activation range and no longer a 1F startup? That Vanessa's lolstupid MAX mode stuff is gone? That Athena no longer can fagcheez with her fireballs?

I don't know man - outside of the gay boss characters, SNK went out of their way to buff the lower tiers. Kyo-2 doesn't suck anymore, Seth is once again complete, Joe is fucking awesome, etc. Billy's f + A tool being removed is small potatoes (and in fact a necessary nerf) to what SNKP did to try to get these characters somewhat balanced.

Well, for a start, Jhun can move after the thing is out, and it covers a huge area, so it's the closest you'll get to having an Aegis Reflector style trap. And in the corner, it's a setup for his stomps > air super combo.
