Treat it as a grain of salt for now...
I don’t know the date, but it’s coming, and it’s free for arcade operators who already own the game. Yay. That is all. I’m assuming this will remove the infinites in the game and modify some other stuff, but no one knows exactly what will change. Will Raiden’s drop kick get nerfed!? We’ll find out soon!
XIII 1.0, I hope its true and I see changes this time.

Great news, as far as I'm concerned. Let's just hope the patch doesn't introduce a new set of bugs...

Taken from HK fighters forum who got the info from KOF union:

And according to sources the known bugs and infinite will be fixed, but nobody knows whether it will also add re-balances.

SNKP hasn't made any public announcements, but so far from what's been reported by players, it's basically just a bug and infinite fix. Things that players have confirmed so far-

-Hwa Jai's outofscreen bug, Vice's throw glitch, and Ralf's NeoMax bugs are fixed. Throw escape bug for Mai is apparently still present.
-Infinites (Mature, Joe) are gone. However, infinites limited to character pairing (Kim vs Takuma, Iori vs Mai) are reportedly still present.
-Meterless EX for Goro and Takuma are fixed.
-Raiden's eats damage when his anti-air throw trades hits.
-Roll HD is gone.
-No character balance changes, meaning Raiden still has his drop kicks and the GCDK is present, K' still has his same Jump D, etcetc.

So basically, it just means that in terms of general gameplay, people will be dropping Mature and continue to use a teamup of K' & Raiden & (Liz-Kula-Kyo-whatever). For the hasstle of an HDD replacement, that's a bit of a pity.

Hey, sorry for getting back to you late, I was out of town for the last few days. Anyway, here are a few pictures of the general location of the mall where the arcade is at, a shot of the arcade entrance itself, and the KOF 13 cabinets.

I'd prefer some balancing, but the bug fixes are I suppose more important. Mature and Takuma are still pretty tough without their glitches, but I suppose fixing their bugs will mean a lot less people using them just to abuse the exploits. Didn't notice any Raiden users in Singapore (thank God!), so he probably isn't as easy to whore like K' or Liz.

He is boring to whore, since while you are charging the Drop Kick you basically can't do anything good expect for his DP and his two main strong punch pokes... So basically, you have to run away from the enemy for more than 10 seconds while you are totally crippled and if you have all of your bars prior to running away; you might be able to pull out a 100% combo. If you didn't have all of your resources then you'll have to settle with less damage.... Raiden is pretty fun outside the drop kick cheapo techniques, but most players that whore him don't care for fun; they care for fast comeback damage (Mature is obviously also a victim of this type of mindset in 1.0).

So, those tactics can get boring pretty quickly (not to some guys tough). K' is pretty much for about just as broken / strong and he can keep the gameplay edge regardless if he is turtling or if he is bull rushing, so people have more fun with him... Also K' is this regular popular main character, Raiden is a fat wrestler.

A todo esto, erm, I mean... BTW, Kusogaki's blog shows us how KoF XIII is again in the 7th place when it comes to the arcadia magazine ranking score. Unlike the last month, 02UM did not make it to the top ten of the ranking.

A little OT but I'm happy to see that SF IV is not in the ranking, while III is there instead.

Let us remember that these rankings are more or less subjective to the zone where they gather info.... That means that even though XIII's grip has loosened greatly in some places, it still going on strongly on the more hardcore arcades.

Oh, and if you are wondering, am-j hasn't updated their ranking to September -> October , so we don't know if KoF XIII is again within their top 5 games.

Thank goodness I didn't meet anyone who knows how to whore Raiden during my trip to Singapore. But give the number of Mature, Liz and K' users I faced there, obviously spirit of competition isn't exactly high priority in the scene. I got Raiden in roulette and found him to be quite fun to play if you weren't busy trying to charge dropkicks.

The sheer number of K' and Takuma users got annoying, since it's extremely repetitive play. I'm kinda disappointed there aren't any XIII machines in Malaysia, but if the general Singapore crowd is an indicator of how the game is generally played worldwide, then maybe it's not entirely a bad thing.

Sigh, the arcade scene in Malaysia is about as dead as you can get, at least for fighting games. I deliberately included a day at the arcades during my Singapore trip just to play XIII, and I do like the game and seriously thinking of writing a guide for it. I just don't like how it's being played in general in Singapore.
