His command list seems to be the same as 95', but with the easier inputs introduced in the later games:

3. Timing for +C after +B has to be done as soon as you land.
4. Don't try to mash cA as it will turn out to be rapid A move instead. Just time it as you land.
5. You have to buffer his DM as soon as he lands. If feels like a cancel but its not.
6. Best way to do this is let the stick go to neutral, then do cB, neutral, then +AC. If you don't, you can get unwanted moves like NM, SDM etc.
7. Early cancel from +C. You cant buffer +C~hcb+AC for the SDM to come out, you have to do a separate motion for the DM itself. So, you would do +C~qcfhcb+AC. If you don't do that, you will get +C instead.
8. Timing of the f+B has to be right.
9. For the beginning part, best to do cB, cB, cB~BC~C. Since the opponent recovers from cB fairly quickly, you have to input the BC~C quickly for it to connect. You can do this trial with all the sC to connect, so if you are struggling to get the b+A after first hit of sC, then let all the sC hit. Spacing can get iffy aswell if you not as close to Takuma when doing +C. Another thing to note is that its best to let the stick go to neutral state after +C~qcf+C because if you don't, when trying to do +C, the DM will come out instead.
10. Just with what you learnt above, let the stick go to neutral state after +C and do a separate motion for the DM and neutral state after +C~qcf+C when doing +C.

Billy's cane can miss the opponent. Executing the as late as possible seems to make it easier.

His CD attack is a throwback to his Fatal Fury Wild Ambition Heat Attack, voice samples seem new (they were probably recorded by the time of XII, just like Mai and perhaps Vice and the other characters from the dumped info). Balds are hot (?)

Random crap I got from messing around in practice mode with Billy in KOF-i:
- His close C is a new animation - it's a three-hit attack where he pokes you with the butt of his stick three times. All three hits are cancellable.
- close D is a high kick and is cancellable
- f+A cancels from close C, doesn't cancel into anything, doesn't look like you can cancel into HD mode from it or f+B
- f+B doesn't travel forward after Billy kicks
- down B has a different animation from 2K2 but it can be rapid-fired and is cancellable into dp+K
- dp+K has enough lag after it that you can't do jump C as a followup like you can in 2K2. Following up with QCB+P works though, as does HCF+P (followup whiffs though). Following up with DM/Neomax in the corner also works.
- dp+BD (EX version) has much less lag - you can do a jump C or even another dp+K afterwards in the corner
- HCF+AC does 3 hits. Doesn't seem to have a followup?
- Random note, but I can't seem to cancel to HD mode from any of his pokes. Maybe they forgot to put that in, lol.

I seriously doubt it, but I wonder if this will have any repercussion in the case someone rolls behind him as he spins. (Back in 2k3, the opponent used to get trapped behind Billy for around 20 hits)
- Billy's f+A is sort of like KOF2002UM in that you only get one hit at point blank. To get the full two hits and unlock its full usefulness as a pressure move you need to be a little further away. Fortunately, his stand C is three hits now and doing f+A after letting all three hits of the stand C connect will result in both hits of the f+A coming out. dB, f+A and stand A, f+A both work as well.
- As far as pokes go his d.A is kind of nerfed. The max range is about one full character width.
- His d.B is pretty great though, and you can rapid fire it. His stand B is a new animation (which also hits low!) and it's cancellable, so you can do dB dB stand B as a combo starter. dB dB sB dp+B, HCF+C, QCF+C does about 235 damage - alrightfor a combo that takes no stock.
- Billy's down C doesn't have as much forward coverage as it used to - the hitbox is pretty narrow. However its vulnerable box also seems to be reasonably low so you can probably use it to anti-air to some extent. I think it'll whiff too often for your liking though.
After getting a few rounds with Billy, I find him pretty well rounded. Even his DM's are balanced like his old FF self.
Plus his EX attacks "Fire Spin" can Drive Cancel into his specials, cancel again and keep the combo going.
Oh and one more thing.. his dialog with Saiki is a surprise.
