I'm not entirely sure, but some quick fooling around with this basically suggests that "this app may break" takes an ANSI value equivalent to the string of Chinese characters (which make no sense at all - unless this is some cryptic poem or something). Since notepad saves text by default in an ANSI format, when you reopen I guess it just decides that the string of Chinese characters is the right one to display.

If you try saving the text file in unicode format, you'll notice the text file displays fine when you reopen it.

Again, not entirely sure, but I think ASCII predates ANSI (American National Standards Institute). I also know the term from ANSI C, which is a standardised version of C, so it's not too much of a stretch to imagine they standardised a format for text files.
