I mean, generally the music is really good, but why is it that whenever they use vocal samples it ends up really awkward? Like the MI stage asking where the hoes in the house are at and dropping the n-word, or that Neowave stage that instructs you to take your clothes off.

All KOF:MI OST is done by Toshikazu Tanaka. While NeoWave's OST is composed by a certain Tamotsu Karatsu.
Even 2002 UM's OST is not done by the Shinsekai Survivors, but by the Unit that calls themselves "TwoFive" (Among those members are Makoto Asai and Teruo Konishi, along with a non TwoFive member, Yasufumi Fukuda) since the Shinesekai Survivors were too busy for KOF XII's OST. At least they did a good job and made us forget Masahiko Hataya (the Scrappy composer who did KOF 2001 and 2002's OST).

IMO SNK music went down the hill since KOF2000 ... you know gaming OSTs are just bland as fuck nowadays they just can't come up with classics like SF2 A2 KOF98 KOF96 anymore =[

My question for SNK's music department is how they managed to churn out the pretty great KOFXI OST and follow it with the completely bland and forgettable KOFXII OST.

Well seems like they kept trying to find new guys or have the old ones to come back and work in smaller teams or pairs to make the themes.
I'd say the best one after it becomes SNK Playmore is XI. 2003 was okay. 2k2 was so-so(when it combined Tate_Norio and the composer of 2k1 you have the quality averaged out). 98UM is just a rehash of old themes. XII has its ups but trying to make it feel like 97 atmosphere-wise kinda fails (at least it's noisier than 97). 2k2UM is actually pretty good. Didn't bother with any of the music in the MI series though.
96 is pretty much like the uber high point and I don't think we'll get anything near that qualify in the near future. And don't forget about the MOTW soundtrack, it was pretty great if you ask me.
Speaking of which, since 2k1 there wasn't a real, proper AST. Not just resampling and remixing like the XI soundtrack, but actually making them full tunes that has a proper end instead of fading out. I miss those. And judging from the recent trend, it's not going to happen.

The king of fighters XI soundtrack gets boring really really fast though it's pretty good for one of the new ones churned out.
2002 UM was pretty good too, I liked how they stayed true to some of the old tracks, but that was only true for a little bit... for the most part they changed too much. I don't know whats with the techno-esque music they put nowadays, 98 and 96 was bloody good because it felt like it was artistic
